LID Code Review and Implementation Tools
To meet Phase II Municipal Stormwater Permit requirements, Herrera helped the City of Port Angeles review and update its codes and enforceable documents. The Phase II Permit requires the City to adopt the most recent version of the Stormwater Management Manual for Western Washington (SWMMWW) and to revise City code to make low impact development (LID) the preferred and commonly used approach for site development. We also assisted with City planning commission, council, utilities advisory committee, and stakeholder meetings. Herrera developed a set of tools to help the development community implement the new LID requirements. Tools included, for example, a factsheet on how to implement the requirements for small projects, a factsheet and worksheet for post-construction soil management, a Construction Stormwater Pollution Plan narrative and CAD template for small projects, and three typical design scenarios comparing the old and new requirements for stormwater management.
