Herrera is the environmental compliance and permitting lead for Kiewitt’s progressive design-build team delivering the Hood River-White Salmon Interstate Bridge replacement. Spanning the Columbia River between Oregon and Washington, the project requires close coordination between design, construction, permitting, and agency stakeholders to advance a complex bi-state crossing while maintaining schedule and delivery objectives.
Herrera’s environmental permitting and regulatory specialists are helping the design and construction team navigate Clean Water Act permitting, Endangered Species Act consultation, wetlands coordination, and agency engagement associated with construction sequencing, access planning, and changing means and methods. Our integration with the contractor and design team allows us to identify permitting risks early, accelerate regulatory coordination, and keep the project moving with practical, constructible environmental solutions aligned with progressive design-build delivery.
