Arlington Island Crossing Subarea Plan

The City of Arlington was interested in developing a subarea plan for its Island Crossing neighborhood near the State Route (SR) 530 and Interstate 5 (I-5) interchange. Nearly the entire subarea is in the Stillaguamish River 100-year floodplain and routinely floods, complicating future development. Herrera provided environmental, geomorphic, and hydraulic engineering analysis support for the development of the plan. This included modeling the Stillaguamish River and several compensatory flood mitigation alternatives. Herrera also supported the authorship of an Environmental Impact Statement (EIS) for the subarea plan, for both water (flood) and natural resource elements. The EIS support included responding to comments from the community, including the Stillaguamish Tribe of Indians.
