Herrera’s Work with Clark County to Develop Shoreline Monitoring & Adaptive Management Implementation Plan

To help Clark County assess the impact of permitting activities on shorelines, Herrera is reviewing the County’s existing permit implementation monitoring processes to identify areas for process and procedural improvements.

Herrera’s primary focus is to develop repeatable methods for cumulative analysis, evaluation, and reporting permitting activities using a ranked scoring matrix which allows the County to quantify key physical and habitat metrics using geographic information systems (GIS).

Once established, Herrera will test these methods using existing implementation data to determine the effectiveness of permitting efforts in achieving “no net loss” of ecological functions. These results will help the team develop an effective implementation plan to further protect the County’s shorelines from the effects of development and climate change.
