King County is proposing to build a new recycling and transfer station to be located in the northeast part of King County. Herrera is part of a multidisciplinary team for the NERTS facility engineering design contract that covers siting and planning through design. Herrera is providing facility siting; property acquisition; facility design; mitigation design; facility construction; and compliance oversight services. Elements include a 65,000 square-foot building, scales and scale plaza, recycling drop-off area, site layout, traffic flows, administrative facilities, and complex facilities tailored to meet end user needs. Herrera is currently leading environmental analysis to support site evaluation and screening, facility programming, sustainability evaluation, and support of King County equity and social justice efforts. In addition, Herrera has also supported conceptual facility layout, as well as preliminary stormwater and road layouts. Herrera will lead preparation of a SEPA EIS for up to three sites brought forward from the siting analysis, and lead all environmental, building, site, and operational permitting for the new facility.
