Julianna Park Improvements
Herrera worked with the City of Bellingham Parks to design the most recent phase of improvements at Julianna Park. The improvements provide access from the recently constructed West Horton Road extension with a paved driveway and parking lot, a vehicular bridge over onsite wetlands, sidewalk, utilities, onsite stormwater management, and cleared park area planned for future park amenities. These improvements provide a connection to the park for passenger and emergency vehicles, as well as an accessible sidewalk and trail system to connect to the existing meadow and trails within this neighborhood park.
Herrera provided the civil engineering and environmental permitting for this work, minimizing impacts to surrounding wetlands, streams, and wildlife habitat. The design and permitting strategy includes limiting critical areas impacts only to buffer areas to keep the permitting process at the local level, minimize the permitting timeline, and maintain as much ecological function of the surrounding critical areas as practicable. Compensatory mitigation for buffer impacts has been conducted on nearby Parks-owned property. Herrera coordinated closely with the West Horton Road extension design team to ensure the driveway and utility connections for the park are well cited and stormwater management provides ecological protections for the surrounding critical areas. Construction was completed in fall of 2020.
