Herrera coordinated a series of white papers for Washington Department of Transportation (WSDOT), the Washington Department of Fish and Wildlife (WDFW), the Washington Department of Ecology (Ecology), and the Army Corps of Engineers as part of the Aquatic Habitat Guidelines project. Eight white papers are available online. In addition, Herrera researched and wrote the white paper that addresses the ecological impacts of the construction, maintenance, and operation of in-, on-, and over-water structures in freshwater environments.
